    Yes, black is correct.

    The PCB is the board for the heater.

    Here’s the question:

    Question #8: What color is the wire that supplies Line voltage to the heater?

    So, it is just asking for the wire for the heater itself, not the board.

    If you look at the diagrams above, there is a heating element shown between two fuses.
