There’s continuity in the element. So there’s obviously a break in the circuit on either L1 or L2. Because it’s a 240vac circuit, we can’t tell which side is faulty until we disconnect one side and remeasure, which we do in Figure 2.
We don’t know that it’s “right by the element.” The precise location will have to be determined by further troubleshooting.
One more question before moving on to what the measurements in Figure 2 show us.
If there is an open on one side of the circuit, how do we still measure 120vac wrt N from either side of the element?
