Correct! Once you trace out the lines, it’s pretty easy to see. That heater relay is the two-pin connection that you see on the heater PCB in the schematic, and its only job is to make or break the connection between those two pins.
One of those pins connects straight to the heater, and the other connects straight to neutral. Therefore, the heater relay is switching neutral to the heater.
