so the answer to part one of question 9 is that we are reading 120 on both sides, 0 across the element, which indicates that we are only reading potential voltage.
the answer to the second part is that once we take of L1, we only read voltage at L2, which is what we have been reading the entire time, because L1 is completely dead.
that makes sense to me.
