That’s correct. Talking about “sending” voltage is not the best way to think about it. Just know that there is an open on L1 somewhere that is preventing current from flowing in the circuit. You can’t pinpoint the location of the open any more than this with the info given. It would take more investigation. Could be at the power supply/circuit box, could be some component or a wire problem. We just know it’s on the L1 side.
